It happened in the town of Teo in A Coruña.
A woman from Teo in A Coruña is claiming kidnap by the Town Hall authorities after the municipal tow truck moved her car with her still inside.

Begoña Alba Domínguez had parked in a loading area in the town centre to collect some glasses from an opticians, ‘just for a couple of minutes’, she said. Her eyesight was sufficient in the opticians to see her car being hooked to the tow truck outside, so she rushed to talk to the policeman asking him to be generous and noting that other cars were double-parked nearby.

The policeman said the best he could do was accept her payment of the fine on the spot, but she had no cash, and the policeman would not give her time to go to a cashpoint. As he started the tow truck she said she jumped into her car, just to take off the handbrake, but then found herself trapped inside as the truck had started to move.

Despite tooting her horn the truck continued to take her to the pound, and hence she alleges kidnap.
