Help with buying new and used cars

Plan 2000E which gives help with buying a car is effective from today. The basic amount for new cars is 1,500 euros – 1,000 of which will come from the car dealer and 500 from the State.
However, along with several other autonomous communities, Andalucía is signing up to Plan 2000E whereby the regional government will give another 500 euros of help.
Martín Soler, the Innovation councillor, said that Andalucía would join with the Plan 2000E because they consider it a positive move in terms of the economy. Soler estimates that the Junta de Andalucía will spend between 12 and 14 million euros on the plan throughout the year that it will effective.
Plan 2000E, for which 100 million euros will come from central government, will be applicable for cars which cost up to 30,000 euros including IVA and have low CO2 emissions. For it to apply in the case of buying a brand new car, the customer will have to scrap an existing car which must be more than 10 years old. When it comes to buying a used car (less than two years old) the car to be scrapped must be over 12 years old.
For used cars the help will be less than that for brand new cars. 1,000 euros will be available which will be paid for in equal parts by the state and the autonomous community if they have signed up.
Entitlement to Plan 2000E cannot be accumulated with the VIVE plan which gives help with buying ecological cars.
The Fundación Instituto Tecnológico para la Seguridad del Automóvil (FITSA) will administer Plan 2000E and the corresponding reductions will be given in the showroom at the time when the car is bought.
